The growth of the Helsinki Metropolitan Area is based on economically, ecologically and socially sustainable development. Major new residential areas will be developed and provided with good public transport connections, primarily on rail.

The joint land use plan for the Helsinki region combines the development principles and solutions for the regional and social structure and the transport system for the target years 2025, 2040 and 2050+.

Situated between the city plan and the regional plan, the plan is a general description of the future structure of the Helsinki region, i.e. the metropolitan area: important junctions, locations for housing and workplace construction, and a transport network that links it all together.


About a quarter of all residences in Finland are located in the Helsinki region. Of these, approximately 700,000 residences, one third are in detached houses and two thirds are in blocks of flats.

The objective in the Helsinki region is to build approximately 12,500 new residences per year. In addition to new construction, particular attention will be paid to the condition of the existing housing stock and residential neighbourhoods. Demographic groups that require special attention with respect to housing arrangements include young people entering the housing market, students, senior citizens and people with disabilities.

Right-of-occupancy housing

The Helsinki region forms one joint market area for the right-of-occupancy housing. The municipalities in the Helsinki region also have a joint queue number system for the right-of-occupancy housing. Queue numbers can be used to apply for right-of-occupancy housing in any municipality that belongs to the market area.

Application process for right-of-occupancy housing complies with the common resident selection criteria. The official duties of right-of-occupancy housing are centralized in Helsinki. Espoo takes care of their own official duties for right-of-occupancy housing even though it is part of the joint market area.
